Many many years the "Watered Monday" Day (Monday after Easter) was kind of a problem in Lviv because of gangs of crazy youngsters pouring water on random people (mostly young women) on the streets. Since Lviv has tons of tourists which have no idea such things can happen, this used to cause a lot of problems to girls coming to the city, and lots of conflicts with police.
Then, city mayor decided that if authorities can't prohibit it, they should legalize this celebration. So they officially allowed these water games, but only on a main square and without any trash. Outside the main square this is considered illegal, but everybody who comes to the main square this day, signs this "User Agreement" by default :slightly_smiling_face: Usually mayor takes part in this process, and since that decision I've never heard about any issues related to this tradition
